What you need is an LM1815. Will work perfectly for your application, there about $15AUD for the IC though. Its basically whats used in a Camira module to convert the reluctor to square wave.

I've got access to one :) They work very well for the megasquirt, I can't see the coolant/map/air temp sensors etc causing a Delco any problems. If the Delco just needs a square wave pulse for RPM then the basic tach option should work, if you need me to I can scope the output? I'd bench it with an ...

*Smacks forehead* Why didn't I think of that. Its been ages since I had one pulled apart and forgot they where flipable!
Fingers crossed it can be used unflippable so I can swap back to the ECCS system easily (biggest reason for keeping the dizzy unmodified is because the skyline is my daily)

Most cheap GPS transmitters operate at around 5-10Hz, some go up to 20Hz and still aren't too expensive. The TinyTrak looks cool but for telemetry I think we'd be better off transmitting in serial if we can and skip the analogue conversion to conventional radio ala TinyTrak and just transmit the NME...
