The tables appear to be available irrespective of whether the flag to allow it is set or not.
The enable/disable flag, located outside of the calibration area, should only be set in Holden calibrations though.

Re: 12202088 OS / 12200411 PCM Lean Cruise Enable (F-Body)

I just checked in HPT and it won't seem to open a file with an incorrect checksum, so here is a 12202088 file with lean cruise enabled and the checksum corrected so it will open in HPT.

You can use TunerPro to change it. It's at x29A86 and is a 16bit value; change from 6066 to 4E71 to enable Lean Cruise - then you will have to populate the lean cruise tables. Re: Re-scaling MAT counts table $8D SAUJP

Re: O2 cross counts

If that's in closed loop, which it looks to be is INTs are active, then that is not a great looking O2 trace, but at least it is swinging, and the trims aren't huge.
If it's an old sensor it might be worth a replacement.

Re: convert lb/h or cc/m to ms/g ??

1 lb/hr ~ 0.126grams/sec = 7936 ms/g ~ 10.76cc/min (assuming gasoline weighs 737kg/m3 per kingflow spreadsheet)

Will writing your original EE data back into the new tune take care of that?
