yeah that's a possibility but he also said the IAC is getting hot so that would possibly indicate the wiring is working.

yeah, but 12v DC on the line would also do that and cause it to not work. Quite a bit less likely, but possible. Just saying.

Thanks guys I'm getting a lend of one of a mate to see what happens. I will report back.
I also tried another ecu but same deal.

I went and got one from a mate tonight but yet to try it. I unbolted it with key off and it was extended.
We then turned key on and it stayed where it was.

I will connect it to mine later and see what happens.

So I plugged in my mates solenoid. No movement in or out. Push it in by hand, put ecu into diagnostic mode with engine off still no movement.
Fitted a standard chip still no movement.

I have been doing these tests without the engine running as throttle body is off and to late at night to be testing this.

I will look into the wiring next as suggested.

Looked at some wiring diagrams today and noticed the diagnostic plug wiring. I was bridging the wrong pins! (amateur!)

Yep, I was just looking at the front of the plug it's a VR Commodore and thought it was the bottom 2 pins that are together turns out it's the bottom 2.
So I will assemble the throttle body again and see why the solenoid won't extend when the motor is running.
I will have to get the USB connector for under the steering column that VL400 makes.
