Yes, you need the whole typical standard max232 circuit. You could use the variant that has built in capacitors too. Thats left an an exercise for the reader

I have been looking for a simple cable to work thats usb.
found the following but what does TTL level 3.3 volt or 5volt have to do with it.

If anyones interested i just found a way to get an echo on the above hi speed mod.You just need one diode and a 1k resister.Just hooked it up to my 808 and tunerpro worked fine and so did vl400s flash tool,whereas before i could only use scannerpro.
