I also have a free bank swapping tool built into my site (account required now though). But it does support from HP Tuners (216kb) to others, but converting back to HP Tuners won't work if the file has been modified or it didn't originate from HPT. Maybe at some point I'll try to work out their signature system, but I suspect it's a lot of work for little benefit.
