 It's a beat up.
If you read the story closely you'll find that the Transport Department isn't worried about people who genuinely lend their friends a car, or drive them to their wedding. The problem arises if you accept payment for it - and I don't mean drinks and dinner at the wedding reception. The issue is that Hire cars (the chauffer driven limos) are licensed and pay extra 3rd party insurance, and the company and drivers undergo extra licensing requirements (Police checks etc to ensure they are of good character). This is to protect the public (and it's not a recent nanny state thing, it has existed at least since the 1960s).
If you drive your mate to a wedding, no problem, If you drive a friend of a friends mates nephew, and get paid for it, you could be in trouble. I suspect the guys whose cars were photographed were doing something like that.
If these laws weren't in place the tabloids would carry stories about how some renegade Hire Car driver had assaulted the bridesmaids - and be complaining about why the government wasn't doing something about it.

Geeez!
Ross 2LDOHC lent me his AP5 Valiant (and drove it for us) for our wedding just over 7 years ago. I wonder what the statute of limitations is on such a crime!
In more recent news, about three years ago I leant him my Bellett GT to go with his AP5s at his wedding. There is a crime syndicate going on here like no other.
Yeah man, slow news day for sure, and I'm glad someone is employing someone within the government to track down rogue vehicles at weddings and photograph them.
1) they could employ these people in the office that handles automotive imports, because the 15-day approval process currently takes about 6 weeks if you are trying to import a car
2) re: photographed wedding car, if I had a late-model Renault at my wedding, I'd know that it was the worst day of my life. No chrome? Go HOME!
